Government Proposes Major Reforms to Speed Up the Home Buying Process

With property transactions often taking several months to complete, the measures aim to reduce delays, improve efficiency and provide greater certainty for buyers and sellers.

Upfront Sales Packs

One of the headline proposals is the introduction of sales packs provided when a property is first listed for sale. These would include key information such as the property's condition, leasehold costs and details of any onward chain, giving buyers access to important information before making an offer. For buyers, this could mean making more informed decisions earlier in the process. For sellers, greater transparency may help attract committed purchasers and reduce the risk of sales collapsing.

Earlier Binding Agreements

The government is also considering introducing earlier binding agreements. Currently, either party can withdraw from a transaction at any point before contracts are exchanged. The proposed changes would create greater commitment at an earlier stage, helping to reduce the number of failed transactions. With property fall-throughs costing sellers an estimated £400 million each year, this proposal could provide greater certainty for everyone involved.

New Standards for Estate Agents

The reforms also include plans for a new Code of Practice and mandatory qualifications for estate agents. The aim is to raise professional standards across the industry and ensure buyers and sellers receive consistent, informed support throughout the transaction process.

A More Digital Process

The government is proposing greater use of digital technology, including digital property logbooks, electronic signatures, digital identity checks and AI-assisted conveyancing. These measures are intended to streamline the home-moving process, reduce paperwork and improve communication between all parties. The government estimates that the reforms could cut average transaction times by around four weeks and save first-time buyers approximately £650.
